Two students with ADHD were handcuffed by Kenton County, Kentucky sheriff’s Deputy Kevin Sumner, to stop their outbursts and punish their bad behavior during school. Sumner, who was employed as a resource officer for Latonia Elementary School, is now being sued for the incidents, and we discuss the use of handcuffs on children with retired LAPD Officer Cheryl Dorsey, and defense attorney Mike Cavalluzzi in a heated exchange on the place for physical discipline with children, in this Crime Time highlight with Allison Hope Weiner.
