California homeless man Matthew Hay-Chapman was awarded $100,000 after spotting two escaped inmates in a stolen van parked near a Whole Foods Market and alerting police. The fugitives, Jonathan Tieu and Hossein Nayeri, had broken out of prison back in January and were the subject of a statewide manhunt for days. What will Hay-Chapman do with the reward money?
