Colorado has presented a 2016 ballot proposal to replace the federal Affordable Care act and replace it with taxpayer-funded coverage for all. ColoradoCareYES, a campaign supporting universal health care, says employers would pay roughly 7% of a worker’s wage into the health co-op on top of deductions for Social Security and Medicare as well as a payroll tax of 3% in order to insure coverage for everyone, including those who do not work.
