Is New US-Russian Ceasefire in Syria Worth the Paper It’s Printed On?

The US and Russia have struck a ceasefire agreement in Syria that will go into effect at midnight on February 27. The agreement excludes ISIS and other terrorist organizations designated by the United Nations. Air strikes from Syria, Russia and the US-led coalition will continue against these groups, according to a joint Russian-US statement. Ceasefire violations and progress will be monitored by a working group via a communications hotline. The new agreement is being met with much skepticism after the Feb. 12 agreement proved ineffective. Will this new ceasefire be enough to stop ISIS attacks on the ground?
