Spy Games Escalate with Russia as Putin Prepares Surveillance Planes For US

Russia has sent a proposal to grant permission to fly surveillance planes over the United States under the Open Skies Treaty. The Pentagon and intelligence officials are debating about Russia’s intentions behind spying on American power plants and communications networks. Russia has previously flown unarmed observation flights over the US for years under the treaty, which was intended to foster transparency about military activity and reduce the risk of war.
