Minnesota’s Senate reaffirmed a rule this week where members are forbidden from looking at one another during floor debate and are instead required to look at the Senate president when someone is speaking. Senate Majority Leader Tom Bakk explained that the rule is in place to make sure the debates remain civilized. The Senate also maintained a rule, which bans drinks of any kind from the floor.
