Are Wall Street and the CIA in Control of America’s Secret Deep State?

Former Canadian diplomat and scholar Peter Dale Scott outlines the hidden parts of the U.S. government that operate under what he calls the Deep State, which purportedly involves the CIA and Wall Street money to affect domestic and foreign policy.

Scott begins by describing his view of this secretive Deep State, which he first referred to in his book the Road to 9/11, in which he discusses an alleged plot by high-level government officials to prepare for the implementation of a so-called “Continuity of Government” (COG) measure.

“It’s sometimes summarized as plans for suspension of the constitution, and that was originally designed to deal with an atomic attack,” said Scott, a retired professor of English at the University of California at Berkeley. “But in the Reagan administration, they changed the objective to deal with any emergency, and they implemented it on 9/11.”

He said that two of the people who had been planning the COG for two decades were Donald Rumsfeld and Dick Cheney, who allegedly had plans to suspend the constitution even while they were serving in government.

The idea is also discussed of a double government, which has been described by other scholars as the one government that operates in public via elected officials, and the other operating in secret under the cover of secret agencies such as the CIA and National Security Agency (NSA).

Scott outlines the argument made in his book The American Deep State: Wall Street, Big Oil, and the Attack on U.S. Democracy, that the CIA has deep roots in Wall Street and big U.S. oil companies that go back to

“You can’t understand the power that the CIA has in this country until you understand that it was designed and imposed on (U.S. president Harry) Truman by Wall Street, Allen Dulles (first civilian CIA director) designed it,” he said.

“The CIA would not be able to get away with the things it gets away with if it wasn’t fulfilling the desires of Wall Street,” he said, adding that the spy agency planned and even implemented operations not endorsed by the White House, but backed by U.S. big business.

On the 9/11 terrorist attacks, Scott said it’s problematic getting concrete information because most of the government documents on the events remain classified. But he does allude to two of the alleged hijackers who he believes arrived in the U.S. at LAX airport 18 months prior to the 9/11 attacks.

“The CIA knew they arrived, and systematically refused to inform the FBI - which they were supposed to - until just before 9/11. And meanwhile, these two people were getting funds from (Saudi Arabia’s former intelligence chief) Prince Bandar’s bank account.

“Many authors have said that the CIA and the Saudis were doing something with these two hijackers. It doesn’t mean they were using them to fly planes into a building,” he said, clarifying his own belief that they did not fly planes into buildings during the attacks.

Scott points out the three main assertions made in his book about 9/11 that he believes might have been completely separate operations from each other.

Those aspects include: 1) that the two hijackers mentioned were planning something or 9/11, 2) planes going into buildings, which Scott believes were likely mechanically controlled remotely to precisely hit as they did, 3) the twin towers actually collapsing, which he says would not be consistent with planes hitting alone - there would likely have to be other planning to accomplish.

The author feels the alleged Saudi money connection to the 9/11 events falls completely in line with some other major CIA operations – the Iran Contra Affair involving Ronald Reagan’s administration, as well as the so-called October Surprise, which was an alleged scheme that involved arms in exchange for dozens of hostages that had long been held in Iran.

Scott said he believes all of those events involved Saudi money, “so there’s a kind of continuity within these various ‘deep events.’”
